What it is

Reach was the cheap half. The project stopped to go deep in one city.

Ledger · Citizen is a civic data platform. It reached 993 cities programmatically — and lacked depth.

Nine hundred and ninety-three cities arrived the way breadth always arrives: by script. Depth did not arrive with them, and that gap is the whole finding so far.

So the strategy changed instead of the scale. Track B — the Berkeley pilot, one city taken as far as it goes — comes before Track A, scaling.

The pivot is settled, and the re-entry note is blunt about it: depth before breadth, not up for relitigation. A project can be parked on a question or parked on an answer. This one is parked on an answer.

Nothing is running. What the project holds right now is a number it already earned and a decision it already made.
